That's a great essay. I haven't encountered that exact type of management style, although where I've really seen it is working for gigantic companies, where the operations are siloed-off from each other. In some cases, that's regulatory in nature (like an RBOC), and in others it's just legacy bad management.
However, there is a legitimate issue of how to divide resources - it's not possible for everyone to be on the same giant-size team and still be contributing: that doesn't scale well.
